Schools returned to the missions
Eighteen secondary schools went back to the Catholic and Anglican churches on 1 January 2009, and 1,040 primary schools followed in November 2011, with six billion naira in grants paid over fifteen months. The state kept paying teachers; the missions ran the schools.

The Chukwuemeka Odumegwu Ojukwu Teaching Hospital in Awka, the first state-owned teaching hospital, was built from the ground up. A billion naira went to mission hospitals, ten maternal and child centres were built, and more than twelve institutions won accreditation.

The Anambra Integrated Development Strategy planned and budgeted every sector against the eight Millennium Development Goals at once. In August 2014 the federal MDG office recognised the state for mainstreaming the goals into its development agenda.
